If this is true, the polling place did not follow the law since his ID did not match the name in the rolls.

It’s pretty unlikely that Joe was planted by the Republican campaign for one clear reason. What were the chances that:
1. He’d get access to Obama and the chance to ask his question
2. That Obama would stumble and answer unconvincingly
3. That it would be picked up by the mass media

The people saying this guy was planted seem to think that there was some kind of guarantee that Joe would be able to get any media attention at all. For this reason I think it’s pretty likely his story is true and there is no conspiracy.

I have no doubt he’s a plant. Politicians often put plants in audiences. I saw a youtube just the other day where a “guy” was shouting to McCain from the audience, McCain gave him the mike, and the guy went through a bunch of talking points. McCain’s a terrible actor, which made it obvious that the whole thing was scripted.
